Minimum Support Price:
Minimum Support Price (MSP) is the minimum price set by the government for certain agricultural products, at which the products would directly be bought from the farmers if the open market prices are less than the cost incurred.
MSP is calculated by The Commission for Agricultural Costs & Prices (CACP) and recommendation given by CACP is C2 method.
Cost C2: The comprehensive cost (Cost C2), it includes imputed costs of family labour, imputed rent of owned land and imputed interest on owned capital.
Addressing the issue of agrarian distress of farmers in India, the Union Budget has ensured MSP for all 23 crops with at least 1.5 times of their production cost (A2) plus the imputed value of family labour at prevailing wage rate (FL). (A2 + FL).
The MSP are announced by the Government of India at the beginning of the sowing season.
Government announces MSPs for 22 mandate crops and Fair and Remunerative Price (FRP) for sugarcane based on recommendations of CACP.
The mandate crops are 14 crops of the kharif season viz. Paddy, Bajra (Pearl Millet), Jowar (Sorghum), Maize, Ragi, Arhar (Pigeon Pea), Moong (Green Gram), Urad (Black Gram), Groundnut, Soybean, Sunflower, Sesamum, Niger seed and Cotton.
6 Rabi season crops: Wheat, Gram, Lentil (Masoor), Barley, Rapeseed and Mustard and Sunflower.
2 commercial crops: Jute and Copra.
The MSP of Toria and De-husked coconut are fixed on the basis of MSPs of Rapeseed and Mustard and Copra, respectively.
First time MSP declared in 1965 for wheat.
Sugarcane FRP started from 2009.
National Commission on Farmers headed by M.S. Swaminathan recommended a 50% margin cover C2, which is also being the demand of the farmers.
